Like many of us I have a copy of the translation of this book published in 1900 by Adam Charles Black.
It says it is a translation of the 31st edition.

I have been trying to find out when Houssaye published the 1st edition (for my database records), with no luck.

Does anyone know when this was published ? (in French of course)

I have a couple of French editions which give no hint as to the date of the first edition. However, I have a copy of The Naval and Military Press Ltd's 2004 facsimile: it does not say of which edition it is (!), but in it, Houssaye's 'Note on the Maps' is dated 5 December 1898.

In Napoleon: for and against, Pieter Geyl writes Houssaye's 1814 appeared in 1888, his last volumes of 1815 trilogy came out in 1905.
1815 Waterloo as well as 1814 runs no fewer than 50 editions, it's hard to track when it was fist published.
Wikipedia lists it as 1899 which is probably true, at the end of the English translation you mention above, the date is Paris, 1894-1898, though I have no other source to confirm it.

There are 2 English translations of this book based on difference French editions, one with notes the other not.
I have compared the 2 translations with Houssaye's origin work when translated it into my native language and found many difference, most of them were due to the translator themselves, especially when it came to measurement units.
